great question, and i dont have an actual answer for it. i do have some stories of what ive been told, however, this is the one i believe.long ago when gaming started in California, the gaming laws needed to be set for both tribal and non tribal gaming. Nevada had a huge issue with it, and tried hard to fight it. a compromise was that all casinos in california would be allowed games of SKILL and not games of CHANCE. games with cards could be considered skill in almost all cases, since most are player controlled in someway or another. except for casino war, i cant think of any games that dont have some form of action from the player.
Craps can be an intimidating game for the beginner. The table seems to have about a hundred different kinds of bets, the players are barking out commands in what seems to be a foreign language, and the pace is too fast to ever ask a question. I can sympathize with the beginner, because at one point in time this was how craps appeared to me. Craps is one of the most hands-on games in the casino, allowing players to actually shoot the dice that determine the game’s outcome. Because of the hands-on aspect of craps, and because the game tends to draw a big crowd, craps is one of the most exciting casino table games. There are so many Facebook posts/“trends” where you’re asked the name of the street from your childhood home, your mom’s maiden name, your first pets name, etc. That seem like cute little trends to share fun facts about yourself.

throwing dice is considered chance, same as spinning a wheel and rolling a ball in it. now we are getting games in California very similar to craps and roulette, but just not quite. craps games are using cards to choose there roll, and roulette looks like a big six wheel lying down with cards sticking out of it. keep in mind the math/odds and payouts on these games are all the same as there original counterparts, but the games just don't have the same feel to them.
